Anwer: Yes. It's all because of Estrogen - it's highs and lows.
Estrogen is the dominating hormone in a woman's body - it's the counterpart of the men's driving hormone testosterone. Along with Estrogen's complement progesterone, it drives ovulation and propels the beginning of a new cycle - menstruation. During this period, a women does feel a little more icky and touchy. (At least it helps to know that you're not the reason of her grouchiness.)
A Woman also feels... horny (super)
On the lighter side, most women would also admit that they often feel 'horny' just before and during their period. So there's her soft spot. Estrogen is also responsible for a girl's feel-good feeling. (Actually - all kinds of emotions, which are hightened during a woman's menstruation.) Some women won't even mind having sex with their partners even if they're having their period, and some men - fantasize and could take advantage of this experience.
Is It Okay to Have Sex During a Woman's Period?
There is a medical reason why it's absulutely okay to have sex during a woman's period. First is because it's safe. A woman is extra horny, but not fertile during these moments. (Note: She is horniest and most fertile just before the start of her menstruation.) A woman is, ovulating - shedding her ovule during menstruation - She isn't fertile (though there are a few isolated cases of pregnancy because of sex during menstruation.
Generally, sex during menstruation could be a good thing, BUT ONLY IF both you and your partner are guaranteed healthy and free from any sexually contracted diseases such as herpies, STDs or HIV.
The common reason why others won't even think about sex during menstruation is the thought of hygiene. A woman could still be clean during her period (thanks to feminine antiseptic washes), but there's definitely no way of eliminating blood flow during mens. Blood is a natural agent that encourages living infectious agents to multiply (it's the weak link), but the it's the presence of a disease that is the culprit. Better check your sexual and reproductive health before even thinking about sex during menstruation.
If you're totally healthy, then sex during menstruation is okay (as long as you don't mind the mess - again because of blood.)
Estrogen also Have Great Functions
Now if we stop talking about sex, we'll realize that Estrogen isn't only responsible for that woman's 'loving-feeling.' Estrogen also aids a woman's energy levels and memory. Hence, a woman becomes extra 'vicious' (or ferocous? Roar!) during times when her estrogen levels are at its high.
Still, if woman's estrogen levels are decreased, as during menopause, a woman also experiences major losses in her body's functioning - weakened bones, memory gaps, and depression. That's how much important Estrogen is.
Estrogen is pretty much the factor that makes a woman interesting. You can bare with her excitingly changing moods, can't you?

I agree with this post, and will post something positive that also nulls the previous poster's statement (And possibly get them a Chill Pill for all that hate). Nobody needs angry 'Internet Tough Guyz'.
I for one get super (And I mean super) horny before and during my flow. It can be a good time to try for a baby as well, because the vaginal environment (Which is usually quite acidic) is quite alkaline during one's flow. This is a less lethal environment towards sperm who can live in a woman's reproductive organs for 2-5 days, sometimes up to 7! So when the egg comes to visit and await fertilization the sperm could already be there.
This is also why in mainstream religion it is said 'not to touch a woman for 7 days for it is unclean'. Men unfortunately took this the wrong way and treated it like a disease, but really what they meant was to just refrain from business down there as it's easier for a woman to get an infection during menses from the alkaline environment. Back then we did not have the medicine we have today, so a simple infection could (and probably did) run rampant!
I hope I heightened the article writer's spirits a bit.
